Brown beef and garlic, add broth and water simmer one hour until beef is tender.
Remove 1 cup of broth and allow to cool. Stir flour & salt into cooled broth. Pour mixture into simmering meat, stirring constantly until thickened.
Cook carrots, celery, and onion slightly and add to meat mixture.
Bake covered 1-2 hours at 350 degrees.
